Highlights:

• Amends the process for county boards of education to hire aides, early childhood classroom assistant teachers, and secretaries in West Virginia to be based on the following, including, but not limited to (Ch. 18A, Article 4, Sec. 8b):

• Seniority;

• Qualifications;

• Evaluation of past service;

• The recommendation of the principal or other person as designated by the state board; and

• Whether the applicant is an aide or an early childhood classroom assistant teacher for early childhood classroom assistant teachers over aides.

• Specifies that if the principal and the faculty senate agree on an applicant, and the superintendent concurs, the board of education must hire that applicant (Ch. 18A, Article 4, Sec. 8b).

• Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the Governor (Ch. 18A, Article 4, Sec. 8b).
