Vote to concur with House amendments and pass a bill that authorizes the state board to contract with a climate reporting organization to carry out actions that the state board deems appropriate.

Highlights:

• Requires certain climate disclosures from large companies, including specific amendments to SB 253 and SB 261 to provide CARB with additional flexibility on the timing of Scope 3 disclosures (Sec. 1).

• Amends and delays the requirement that the state board adopt regulations until July 1, 2025, and would require that the regulations adopted by the state board require, among other things, a reporting entity to make the annual disclosure to either the emissions reporting organization or the state board (Sec. 1).

• Authorizes the state board to contract with a climate reporting organization to carry out the above-described actions that the state board deems appropriate (Sec. 1).

• Repeals the requirement that the entity’s fee be paid upon filing its disclosure (Sec. 1).
