Vote to pass a bill that amends existing animal cruelty laws to include individuals who knowingly possess, own, buy, sell, transfer, or manufacture animal fighting paraphernalia with the intent to engage in or otherwise promote or facilitate such fighting as guilty of a class E felony in Delaware.

Highlights:

• Defines “Animal Fighting Paraphernalia” as equipment, products, implements, and materials of any kind that are used, intended for use, or designed for use in the training, preparation, conditioning, or furtherance of animal fighting (Sec. 1). 

• Specifies that in determining whether an object fits the definition of animal fighting paraphernalia, law enforcement may use previous convictions, proximity of object, and direct or circumstantial evidence along with all other factors (Sec. 1). 

• Specifies which pieces of equipment are most likely to be used in animal fighting (Sec. 1).
