Vote to pass a bill that amends code on solid waste and specifies what constitutes a recycled carryout bag in California.
Amends the definition of "single-use carryout bag" to simply "carryout bag" and specifies it as a bag made from plastic, paper, or other materials, excluding recycled paper bags (Pg 2).
Establishes exceptions for bags used before the point of sale for protecting items or containing unwrapped food, and updates the definition of "recycled paper bag" to require 50% post-consumer recycled content starting January 1, 2028 (Pg 2).
Prohibits stores from providing carryout bags at checkout (with exceptions) and repeals regulations for reusable grocery bag standards and certain at-store recycling program requirements (Pg 2).
