Title: Requires Further Periodical Inspection of Motor Vehicles
Vote to pass a bill that requires further periodical inspection of motor vehicles in Pennsylvania.
Establishes new emission exemption criteria for newest model year vehicles (Sec. 1).
Amends the requirement for vehicle inspections from an annual requirement to one only required when a vehicle is sold or a title is transferred (Sec. 1).
Specifies that gas cap tests are not required for certain vehicles (Sec. 1).
Authorizes a new $15 fee on the cost of the annual vehicle registration, which would generate at least an additional $120 million into the Motor License Fund annually (Sec. 1).
Exempts vehicle emissions testing and specifies they shall still required, on a per county basis, under current EPA guidelines (Sec. 1).
Specifies that the 5 most recent model year vehicles shall be subject to visual anti-tampering inspections for the presence of emissions control components installed on the vehicle by manufacturers, which may occur during the annual safety inspection (Sec. 1).
