Vote to pass a bill that requires further periodical inspection of motor vehicles in Pennsylvania.

Highlights:

• Establishes new emission exemption criteria for newest model year vehicles (Sec. 1).

• Amends the requirement for vehicle inspections from an annual requirement to one only required when a vehicle is sold or a title is transferred (Sec. 1). 

• Specifies that gas cap tests are not required for certain vehicles (Sec. 1). 

• Authorizes a new $15 fee on the cost of the annual vehicle registration, which would generate at least an additional $120 million into the Motor License Fund annually (Sec. 1).

• Exempts vehicle emissions testing and specifies they shall still required, on a per county basis, under current EPA guidelines (Sec. 1).

• Specifies that the 5 most recent model year vehicles shall be subject to visual anti-tampering inspections for the presence of emissions control components installed on the vehicle by manufacturers, which may occur during the annual safety inspection (Sec. 1).
