Vote to pass a bill that specifies that landowners, by the mere fact of being landowners, cannot be held liable for any actions related to CCS projects on their property in Louisiana.
Specifies that landowners, by the mere fact of being landowners, cannot be held liable for any actions related to CCS projects on their property in Louisiana (Sec. 1).
Defines “landowners” as any person who owns the surface and subsurface of land or water bottoms used for geologic storage, injection, or transportation of carbon dioxide who is not the owner or operator of the storage facility or carbon dioxide transmission pipeline or the generator of the carbon dioxide being handled by either the facility or pipeline (Sec. 1).
Requires that nothing in this bill shall alter the terms of or supersede any contractual agreement between a landowner and an owner or operator of a storage facility, a carbon dioxide transmission pipeline, or a generator of carbon dioxide (Sec. 1).
Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the Governor (Sec. 2).
