Title: Establishes Perinatal Facilities as Designated Maternal Care Facilities

Vote to pass a bill that establishes perinatal facilities as designated maternal care facilities in Michigan.

Highlights:

  • Establishes a program to create perinatal facilities or maternal care facilities (Sec. 1). 

  • Specifies the department to register the perinatal or maternal facility under the program if the facility demonstrates they hold a verification level I, II, III or IV from the Joint Commision or an equivalent organization (Sec. 1).

  • Prohibits the department from listing a facilities level of care on a website if that perinatal facility is not registered under the program (Sec. 3).

  • Requires the department to consult with recognized entities including the Michigan Perinatal Quality Collaborative, the Michigan Health and Hospital Association, the Michigan Council for Maternal Child and Health, the American College of Obstetricians and Gynecologists, and the American College of Nurse Midwives (Sec. 4). 

  • Requires the department to enter a partnership with the maternal levels of care verification program (Sec. 4).

  • Authorizes the department to provide on-site technical assistance to a perinatal facility seeking verification under this program (Sec. 5). 

  • Authorizes the department to provide an incentive payment to a perinatal facility that registers with the department under this program and they shall consider the following for the award of payment (Sec. 6). 

  • Requires data collection and reporting, patient volume, practice guidelines, the facilities coordination with the referral of a patient to and from another facility, and the implementation of safety bundles (Sec. 6).

  • Defines perinatal facility as a hospital licensed under article 17 that provides maternal care and specifies “program” is relating to the one describes in this subsection (Sec. 7).
