Vote Smart's Synopsis:

Vote to pass a bill that establishes a state-managed perinatal quality collaborative (PQCs) which would have offices in all 10 of Michigan's prosperity regions.

Highlights:

• Establishes state managed perinatal quality collaboratives (PQCs) to support maternal and infant health outcomes in Michigan (Sec. 1). 

• Specifies the PQCs promote quality improvement efforts, determine the most efficient resources, advances equity, expands care for families impacted by perinatal substance abuse disorder, and improves access to quality care and support throughout the pregnancy and postpartum period (Sec. 1).

• Establishes that PQCs have regional collaboratives for prosperous regions in the state and requires them to have a lead agency in each individual region to invite qualified people within the region to participate in the PQC (Sec. 2). 

• Specifies that the department must provide resources to each regional PQC and require them to (Sec. 2): 

• Convene qualified and interested persons within the region for regular meetings to review data regarding maternal and infant health outcomes; 

• Develop plans of action to improve birth outcomes for parents and infants using strategies proven to address these challenges; or

• Engage families and communities in developing the actions described above. 

• Defines prosperity region as each of the 10 prosperity regions identified by the department on the effective date of this section (Sec. 3A). 

• Defines qualified persons as an individual or government agency that provides services to individuals during the prenatal period (Sec. 3B).
