Vote to concur with House amendments and pass a bill that reduces various building construction requirements for housing developments in urban areas in Washington.

Highlights:

  • Requires cities and counties planning under this chapter to enforce land use regulations for residential development including that (Sec. 1.1):

    • Garage and carports may not be required to meet minimum parking regulations;

    • Parking spaces that count towards minimum requirements can be enclosed or unenclosed; 

    • Parking spaces in tandem must count towards meeting minimum requirements at a rate of one space for every 20 feet; 

    • Tandem as having two or more vehicles within a single means of ingress or egress;

    • Existence of gravel surfacing will not prohibit the utilization of the parking space;

    • Parking spaces may not be required to exceed twenty feet by twenty feet; 

    • Any county planning under this chapter may not require off-street parking; and

    • Parking spaces that consist of grass may count towards minimum parking requirements; 

  • Exempts parking spaces that do not meet the requirements of this section to be resized and existing paved parking spaces (Sec. 2).
