Vote to adopt a conference report that amends health care policy and laws pertaining to health and human services in North Carolina.

Highlights:

• Authorizes the director of a court to petition for an order authorizing the provision of protective services for a disabled adult who lacks the ability to consent to protective services (Part I).

• Requires local boards of health to appoint a qualified health care director (Part III).

• Authorizes the Division of Social Services to create policy that authorizes an individual related to a child and provides foster care to extend the care to half-siblings of the child (Part IV).

• Specifies that first responders to whom an infant is surrendered must be on duty (Part V).

• Restructures the Quality Rating Improvement System for licensed child care facilities to create alternate pathways (Part VIII).

• Requires licensed hospitals to have at least one law enforcement officer in emergency departments (Part XI).
