Title: Authorizes Streamlining of Research and the Application Process for Marijuana and Psychedelics in California

Vote to pass a bill that authorizes a streamlined process for research of marijuana and other psychedelic drugs and prevents closed door meetings from occurring during deliberation on a decision

Highlights:

  • Prohibits closed sessions from being fully prevented when holding meetings related to the performance of an employee or complaints the employee has (Sec. 1).

  • Prohibits the Research Advisory Panel from having closed sessions for topics related to approving and discussing different research projects and confidential information such as intellectual property and trade secrets (Sec. 1).

  • Requires the Research Advisory Panel to provide a report to the Legislature on January 1, 2026 with updates on applications pending review as well as applications that are on the backlog (Sec. 2).

  • Defines the Bagley-Keene Open Meeting Act as legislation that authorizes an advisory board to hold open meetings through teleconference (Sec. 1).

  • Requires employees to be given a written notice of their right to have a public hearing instead of a closed hearing when the meeting pertains to disciplinary action or dismissal of the employee (Sec. 1).

  • Prohibits advisory panels from holding closed door meetings related to topics of criminal activity that threaten the integrity of the facilities or data (Sec. 1). 

  • Specifies that a closed meeting can occur for the preceding instance if a two-thirds vote is reached by the members of the panel (Sec. 1).

  • Defines litigation as any adjudicatory proceeding before a court or an administrative body with the appropriate authority (Sec. 1).
