• Requires facility funds of at least four hundred dollars ($400) per student based on the public charter school's average daily attendance (Sec. 1). 

• Specifies that A public school district that authorizes a virtual public charter school and receives funding from the school district facilities fund shall not be eligible for funds appropriated (Sec. 1).
