Vote to concur with Senate amendments and pass a bill that establishes methods of execution and requires confidentiality of records or information related to the execution of a death sentence in Louisiana.

Highlights:

• Establishes methods of execution and requires confidentiality of records or information related to the execution of a death sentence in Louisiana (Sec. 1).

• Requires at the discretion of the Secretary of the Department of Public Safety and Corrections that the method of execution and death sentence be carried out in one of the following methods, including (Sec. 1):

• Intravenous injection of a substance or substances in a lethal quantity into the body; 

• Nitrogen hypoxia; or

• Electrocution.

• Requires that the purchase of drugs, medical supplies, medical equipment, or any other materials or supplies necessary to carry out the execution shall not be subject to the provisions of the Louisiana Procurement Code (Sec. 1).

• Prohibits the Governor, legislative members, and their immediate family members from offering to sell or procure any of the execution drugs or equipment for financial gain (Sec. 1).

• Specifies that the provisions of this bill shall take effect July 1, 2024, if vetoed by the governor and subsequently approved by the legislature, or upon passage of the Governor, whichever is later (Sec. 2).
