Vote to pass a bill that establishes the Delaware Grocery Initiative to expand access to healthy food for people living in food deserts and areas at risk of becoming food deserts.

Highlights:

• Defines “food desert” as a location where the population lacks adequate access to affordable healthy foods (Ch. 36, Title 16).

• Defines “food resource” as any source that provides or enables access to healthy food (Ch. 36, Title 16).

• Defines “specialty grocer” as a food resource that provides or enables access, availability, or affordability of culturally diverse food (Ch. 36, Title 16).

• Establishes the Delaware Grocery Initiative, which will provide grants and financial assistance to an eligible food resource or specialty grocer in food deserts and areas at risk of becoming food deserts (Ch. 36, Title 16).

• Requires the Delaware Council on Farm & Food Policy to develop a food access strategy from an analysis of vulnerabilities of food insecurity risk, an inventory of food resources, needs or gaps identified by people working in the food supply chain or food resource industry, and a set of recommendation to address food deserts and how to expand access to healthy foods (Ch. 36, Title 16).
