  • Requires the Delaware Council on Farm & Food Policy to develop a food access strategy from an analysis of vulnerabilities of food insecurity risk, an inventory of food resources, needs or gaps identified by people working in the food supply chain or food resource industry, and a set of recommendation to address food deserts and how to expand access to healthy foods (Ch. 36, Title 16).
