Vote to pass a bill that would establish a National Intelligence Director and create a National Counterterrorism Center (NCTC).
Highlights:
Instructs the National Intelligence Director to make all security and intelligence decisions independent of policy and political considerations (Sec. 111).
Defines the responsibilities of the National Intelligence Director, which include unifying the intelligence community, directing the NCTC, developing interagency counter-terrorism plans, and serving as the head of the intelligence community (Secs. 112-113).
Provides that National Intelligence funding must be authorized by law and within established appropriations limits (Sec. 114).
Instructs the President to establish an information sharing network to promote the sharing of intelligence and homeland security information (Sec. 206).
