Vote to pass a bill that prohibits the Secretary of the Interior from issuing the "Stream Protection Rule" until a study on the effectiveness of stream buffer zones is completed.

Highlights:

• Requires the Secretary of the Interior to form an arrangement with the Interstate Mining Compact Commission and the National Academy of Sciences to conduct a study on the effectiveness of stream buffer zones no later than 90 days after the enactment of this bill (Sec. 3).

• Requires the Board on Earth Sciences and Resources to submit the results of the stream buffer zones study to applicable congressional committees, federal agencies, and state governors no later than 2 years after the Secretary makes the above arrangement (Sec. 3).

• Prohibits the Secretary from issuing regulations pertaining to the “Steam Protection Rule” until 1 year after the results of the stream buffer zone study are submitted (Sec. 3).
