Vote to pass a bill that authorizes certain appropriations for intelligence-related activities for fiscal year 2016.

Highlights:

• Authorizes appropriations for the conduct of intelligence and intelligence-related activities to certain agencies, including, but not limited to, the following agencies (Sec. 101):
• To the Office of the Director of National Intelligence (DNI);
• To the Central Intelligence Agency (CIA);
• To the Department of Defense;
• To the National Security Agency (NSA); and
• To the Departments of the Army, Navy, and Air Force.

• Requires the DNI to submit certain reports to Congress no later than 180 days after the enactment of this bill, including the following reports (Secs. 344 & 345):
• A report on the terrorist use of social media; and
• A report on the counterterrorism strategy to “disrupt, dismantle, and defeat” the Islamic State of Iraq and the Levant (ISIL), al-Qaeda, and their affiliates.

• Prohibits funds appropriated by the provisions of this bill from being used to transfer or release an individual detained in Guantanamo Bay, Cuba to the United States or a combat zone (Sec. 323).
