Vote to pass a bill that prohibits the Environmental Protection Agency (EPA) from implementing the scope of waters covered under the Clean Water Act.

Highlights:

• Prohibits the Secretary of the Army and the Administrator of the Environmental Protection Agency (EPA) from implementing the proposed rule in the Federal Register entitled “Definition of ‘Waters of the United States’ Under the Clean Water Act” (Sec. 2). 

• Requires the Secretary and the Administrator to consult with state and local officials to develop recommendations for a water regulatory proposal that would specify the scope of waters covered, and not covered, under the Federal Water Pollution Control Act (Sec. 3).

• Requires the Secretary and the Administrator to submit a report of their recommendations to Congress no later than 24 months after the enactment date of this Act (Sec. 3).
