Highlights:
Prohibits the Environmental Protection Agency from issuing a revised or new standard for a pollutant for which the Agency has previously approved a state-submitted water quality standard, unless the state concurs with the Agency's determination that the revised or new standard is necessary (Sec. 2).
Requires the Administrator of the Environmental Protection Agency to report to Congress any increase or reduction in waterborne pathogenic microorganisms, toxic chemicals, or toxic metals in waters regulated by a state under this bill (Sec. 6).
