Title: Repealing the IRS 1099 Provision from the Patient Protection and Affordable Care Act

Vote on a motion to waive all budgetary discipline with respect to an amendment to S 223 that repeals certain provisions of the Patient Protection and Affordable Care Act and rescinds appropriated funds.

Highlights:

Repeals certain provisions of the Patient Protection and Affordable Care Act including, but not limited to, the following (Sec. 1101):

The requirement that business payments of more than $600 made "in consideration for property" be reported to the Internal Revenue Service;
The requirement that business payments of more than $600 made as "gross proceeds" be reported to the Internal Revenue Service; and
The inclusion of corporations in the definition of who must report payments of more than $600 to the Internal Revenue Service.

Repeals $44 billion of unobligated, appropriated discretionary funds (Sec. 1101).

Requires the Director of the Office of Management and Budget to determine from which appropriation accounts the $44 billion in unobligated funds should be rescinded and to report the findings to the Secretary of the Treasury and Congress within 60 days of the enactment of this act (Sec. 1101).
